To confirm:
Which version of Joomla 3.x.x are you using? Also did you use the Upload Package File installation method?

Please correct me if I'm wrong, but it could be that the downloaded file user-geoip-location-menu-item-redirect.zip has not been extracted first before install which will result in the above error message.

To install follow these steps:
  1. Download the latest User GeoIP Location Menu Item Redirect file.
  2. Extract the downloaded file user-geoip-location-menu-item-redirect.zip
  3. After extraction you will have the following two plugin installation files:
    • plg_content_locationmenuredirect.zip
    • plg_system_locationmenuredirect.zip
  4. These files will need to be uploaded and installed individually
